Kyrah Owens (Kerry Washington) and Isaac Sarr (Omar Sy) are former members of a multinational special forces unit known as Shadow Force. They go into hiding and leave the team after breaking one of the unit’s rules: falling in love with each other and getting married. An unexpected incident forces Isaac to reveal his true identity. Other members of Shadow Force are subsequently deployed to hunt down Kyrah, Isaac, and their son.

Director and screenwriter Joe Carnahan is known for films including The A-Team (2010). He was initially involved in Shadow Force solely as a screenwriter, but during production, he was appointed to replace the previous director.
